VNU Investment Promotion Conference 2022: Many public-private partnership agreements signed

On December 10, 2022, VNU held the 2022 Investment Promotion Conference to introduce, attract resources and call for investment in construction, teaching and research activities under the direction of the Prime Minister on the ”5 in 1” university urban model. This is an activity to celebrate the 29th anniversary of the Government’s promulgation of the Decree on VNU (December 10, 1993 - December 10, 2022).
Attending the conference were Mr. Le Quang Huy, member of the Party Central Committee, Chairman of the National Assembly's Committee on Science, Technology and Environment, Ms. Nguyen Thi Mai Hoa, Vice Chairman of the National Assembly's Committee on Culture and Education, representatives of leaders of ministries, departments, branches, domestic and foreign investors, policy makers, experts in the field of public-private partnership (PPP), leaders of domestic and foreign enterprises and business associations.

On the side of VNU, there were the Board of Directors of VNU, leaders of VNU through the periods, representatives of the Office, functional departments of VNU, leaders of member units and units under VNU, VNU mass organizations, staff, lecturers, scientists, students of training and research units in VNU.

The VNU urban area is oriented by the Prime Minister to be built according to the "5 in 1" model including: Center for talent training; Center for modern technology transfer research; Center for national and international innovation; Smart, modern university urban area; Center for testing public-private cooperation and research training.

Currently, VNU has developed a list of projects expected to be invested in PPP for the period 2022 - 2025, including: R&D Center for Science and Technology Research and Development, Center for Training High-Quality Human Resources in Banking and Finance Technology, International Standard Hospital, Dormitory, Inter-level School, Trade and Service Complex, etc.

The 2022 Investment Promotion Conference is an opportunity for VNU to introduce public-private partnership projects as well as the legal framework and policy mechanisms for investment types.


Speaking at the conference, VNU Director Le Quan said that the VNU Urban Area was invested with the goal of becoming a key urban area in the West of the capital, concentrating scientific and technological knowledge resources; research, knowledge transfer, interconnection with Hoa Lac High-Tech Park, the whole city and the Northwest region. VNU was chosen as the first university center in the country to pilot the public-private partnership (PPP) model.

"To become a smart university, a center for innovation, VNU needs to be a pioneer in attracting cooperation based on the community, society and businesses, investors" - Director Le Quan emphasized.

In the past time, VNU has completed and put into use many essential construction items such as: VNU Administration Building in Hoa Lac; Central Library of 163.8ha area; Lecture halls HT1, HT2 and internal infrastructure of Zone 4; Central square of the 163.8ha area; Office of the Vietnam-Japan University in Hoa Lac; Completion of site preparation and synchronization of the 163.8ha area in phase 1; Investment in the construction of a number of new facilities serving students' meals, accommodation, and study...

Director Le Quan shared that, in addition to the complexes of facilities invested in and built for education, training, and research, about 50% of the area is reserved for public-private partnership projects and resource attraction. Currently, the Prime Minister has established a Working Group to implement the VNU project in Hoa Lac, headed by the Minister of Planning and Investment, contributing to resolving difficulties in a timely and effective manner. The Director added that VNU is drafting a process to guide the implementation of investment under the PPP method at VNU, demonstrating VNU's determination to make the work handling process public and transparent.

 

According to Director Le Quan, VNU has 3 main strengths for development: High-quality human resources, autonomous mechanism and Hoa Lac university urban space, which is favorable for research cooperation and technology transfer. The Director of VNU also mentioned 4 priority areas in investment promotion with businesses: Information technology; High-tech agriculture and sustainable development; Health sciences; Training and development of high-quality human resources. In addition, VNU has a policy of establishing research centers in coordination with businesses to deploy diverse areas of cooperation.

At the conference, VNU Vice President Pham Bao Son presented a summary report of the thematic sessions within the framework of the 2022 Investment Promotion Conference, including: 01 plenary session and 05 parallel thematic sessions with the following contents: (1) Investment promotion; (2) High-tech agriculture and sustainable development; (3) Digital transformation and artificial intelligence; (4) High-tech Medicine and Health Sciences; (5) Workshop “Attracting private investment in developing science, technology and innovation in Vietnam towards sustainable development goals”.

At the seminars, scientists and business partners exchanged and discussed cooperation and investment opportunities in the VNU project in Hoa Lac. The exchanged opinions are the premise for VNU to continue developing cooperation opportunities in various fields with strategic partners. In addition to the introductory reports, the seminars focused on roundtable discussions between scientists, managers, businesses, and investment funds on cooperation needs as well as difficulties and obstacles in cooperation models.

Speaking at the conference, Mr. Le Quang Huy, Chairman of the National Assembly's Committee on Science, Technology and Environment, said that attracting investment to the Hanoi National University Urban Area in Hoa Lac is a lever for the development of a smart university urban area in the spirit of the Prime Minister's direction. At the same time, this is the main resource for Hanoi National University to implement key tasks.

Chairman Le Quang Huy also said that the science and technology development funds of units and localities have not been fully exploited, leading to investment attraction not being focused on the right areas. Mr. Vu Tien Loc, Chairman of the Vietnam International Arbitration Center, shared some experiences in resolving economic disputes through mediation and arbitration. Chairman Vu Tien Loc expressed his hope that Hanoi National University will become a typical example of the public-private partnership (PPP) model, and at the same time be the basis for implementing the State's public-private partnership strategy and plan.

The 2022 Investment Promotion Conference is a space for domestic and foreign enterprises and entrepreneurs interested in the fields of education and training and science and technology, promoting investment in developing a national-level University Urban Area, approaching international-class universities. At the same time, the conference is a place to introduce the potential and science and technology products of VNU, the key products of enterprises, the strengths of localities, thereby promoting cooperation opportunities, promoting investment associated with the transfer of science and technology between enterprises, localities that are partners of VNU and universities/research institutes.

Through the conference, VNU hopes to connect and support enterprises in implementing investment, developing production and business, increasing value through connecting and promoting cooperation between localities, universities/research institutes with enterprises, supporting the recruitment of high-quality human resources to meet the development of enterprises.
