On September 23, 2025, at the land site 448 Nguyen Tat Thanh, Xom Chieu Ward, Ho Chi Minh City, the Ho Chi Minh City Department of Agriculture and Environment presided over the on-site land handover ceremony from the Ministry of National Defense to MHL Investment Joint Stock Company. The event was attended by representatives of the Air Defense – Air Force Service, ACC Corporation, the People’s Committee of Xom Chieu Ward, and other relevant units, marking an important milestone in the implementation of the project at this strategic location.
On the morning of September 23, 2025, at the People’s Committee of Xom Chieu Ward, Ho Chi Minh City, the Ho Chi Minh City Department of Agriculture and Environment presided over the on-site land handover ceremony from the Ministry of National Defense to MHL Investment Joint Stock Company. The event was attended by representatives of the Air Defense – Air Force Service (Ministry of National Defense), ACC Corporation, the People’s Committee of Xóm Chiếu Ward, the Center for Mapping and Surveying, along with other relevant agencies and units.
The handover was carried out in accordance with Decision No. 1194/QĐ-UBND dated March 28, 2025, and Decision No. 2360/QĐ-UBND dated June 6, 2025, issued by the Ho Chi Minh City People’s Committee, with a total land area of 3,635.3 square meters. This land plot, previously managed by the Air Defense – Air Force Service, was allocated for settlement of Build–Transfer (BT) Contract No. 09/HĐBT signed on November 1, 2016 between the Air Defense – Air Force Service and ACC – Thang Long Company (now MHL Company).
At the ceremony, all parties agreed to hand over and receive the land plot on-site in compliance with the approved boundaries, markers, and legal documents from the Department of Natural Resources and Environment. The current condition of the land is vacant, with no structures or assets attached.

The land lot at 448 Nguyen Tat Thanh holds a strategic location along the Saigon River, serving as a gateway connecting the former District 4 (now Xom Chieu Ward) with the city center. It is regarded as one of the few remaining prime land reserves in the urban core, carrying great significance for shaping the image of a modern city. With expansive river views and seamless transport connectivity, the site is expected to become a new architectural landmark by the Saigon River, contributing to elevating Ho Chi Minh City’s profile on the regional map.
The Saigon LightHouse development at 448 Nguyen Tat Thanh is envisioned as a multifunctional high-rise residential complex. The tower will accommodate apartments and technical floors, while the podium will integrate a kindergarten, reception lobby, community spaces, commercial and service areas, swimming pool, park, and green landscapes. The basement levels are designed to ensure sufficient parking and technical systems, in compliance with operational standards. Outdoor facilities include a park and additional parking space, enhancing convenience for residents.
